If you have multiple objects inserted and one or more cannot be selected and moved because another one is 'in the way', you can easily do this in 2D.

In the attached I've stacked some items. I then elevated the 'desk' which made it the primary object that highlights when selected. The Chair cannot be selected as it is lower than the desk. The TV has an edge to grab on the left, but falls within the 'box' that defines the outline of the desk so it also couldn't be moved seperately. Each time I 'click' , I get the desk.

If you have a multiple object situation and want to move one which doesn't select, just draw a cursor loop (fence) around the item 'in the way' and the item to be moved.

Then hold down your shift key, click on the item in the way (to deselect it) > right click > select 'Move' and you can now reposition the other item.
