" Has there been any effort or thought into developing a conversion utility for HA Ver 4.0 or earlier (*.PL1) files to be compatible with HA 6.0?
 Or do you know of any external attempt to develop one?

 The file formats and structures of the 4.0 and 6.0 are so different that it can' t be done. I don' t know of any external companies that are doing work on it, but at Cadsoft we are not.
 
 You can keep 4.0 and 6.0 installed on the same system and use the associated software for the two different files. The best I can offer...
