" I created a deck and added stairs with a railing specified. The railing won' t show up. I have check the View Filter and it is turned on. I even deleted it and did it again and still same thing. Any suggestions?

 I think your lack of stair railing is related to the fact that if your deck doesn' t have a railing than the stairs railing is disregarded. You wouldn' t have one with railing and not the other so the software is trouble shooting for you.
 
 So if you turn on the railing for your deck, by editing the properties of the deck, the stair railing will appear.
