Stephan,
Here is what I found.  For whatever reason I cannot insert the image in your drawing and draw over it either, no matter what layer I put it on.
However I did find a way around it.  
I saved your drawing sheet as a whole block.  
I then opened a blank drawing, inserted the picture and then inserted the block from file.  At that point the block was still behind the picture, but I could draw on top of it.  I then exploded the block and instantly the lines came on top of the picture.
