Floor Joist and Sub Floor - Joist elevation

When I insert a Floor with floor joist why do the joist get set at the top of the 3/4" subfloor? Is there a way to get around this?

G'day Zeeman!
INSERT - MEMBERS - Convert Framing to Members (unfortunately this option doesn't display in the context menu (wish #1) then you can elevate, nudge or edit to your heart's content.
Hopefully this glitch will be rectified in v8 (wish #2)
